Dear Sara,
          Yes "Applicants from all over the world are encouraged to
apply".  I understand the disappointment and completely agree, but in the
end, only the officers at the Embassy have the visa issuing authority and
each country has its restrictions.  We had put our best efforts from our
side with required papers for visa purpose, but ultimately the Embassy
officers are the decision-makers.
           Hope you understand that it was a situation beyond our control.
