[3dem] FEI-VPP phase change to opposite direction

Dear Matthias,

The heater is on. I played with the current up/down, which only affects 
the phase change rate, but not the direction.

Dear Jaap,

I agree with you. It could be charging issue. After installing VPP on 
Krios, we can't reach 70um aperture anymore, which is out of travel range.

Unfortunately, our JEOL Holefree phase plate got jammed badly recently, 
I can't do a cross check.
