[3dem] stable release of relion-3.1.0

Dear EM-ers,

We have now released the first stable release of RELION-3.1 (called 
RELION-3.1.0). We recommend those using RELION 3.0.x or 3.1-beta to 
upgrade to this version.

As before, you can download the latest stable RELION using git to

Note that RELION-3.1.0 remains proudly open-source and free to use by

Major changes since RELION 3.0.x include:

  * High-order aberration correction & anisotropic magnification
    correction in CTF refinement

  * Schedules for designing & executing on-the-fly processing procedures
  * Tweaks to GUI, pipeliner and helical processing
  * Symmetry relaxation (special thanks to Vahid Abrishami for code
    contribution)

This feature will be merged in near future as a minor update (version 
3.1.x).
