I believe the Founder’s edition of the 2080s now use side-venting… regardless you want a blower style cooler on the GPU to pack them in tightly.  That or water cooling…  a few 2080Ti models now ship with blocks for water cooling without much markup over air-cooled 2080Tis.

I agree the 1080Ti would be the best bang for buck but you have to be willing to buy used cards.

Look from online benchmarks that a motherboard made for 8 to 12 GPU with best CPU that fits and 8 x 1080Ti GPU is best value. Not quiet as needs open frame for ventilation.

Founder’s edition is a different issue. That takes heated ventilation air away from the motherboard and is desirable.
