[3dem] Update on 3DEM GRC Acceptances (Eva Nogales)

The problem is that the current maximum capacity of any US GRC site 
appears to be 200. That would allow only a small increase over the ~ 180 
at Colby-Sawyer. It is possible that a larger capacity site might be 
considered by the GRC in the future to address this real problem, and 
that should probably be raised with them by Ewa and Yifan.
