[3dem] AreTomo3 2.2.8 released

Dear Colleagues,

This new version improves the accuracy of sample thickness measurements,
thus improving tilt series alignment. It also fixed a bug in SART
reconstruction that sometimes resulted in striation artifacts in the
reconstructed volumes. Additionally, a new makefile for building the
executable for CUDA 13 is also provided.
