Dear William,
the SHELX programs are available free of charge for academia from
http://shelx.uni-goettingen.de/
the registration is automated, and you receive the password for
download instructions automatically. In case you need a non-academic
license, you should best contact Isabel Uson, Isabel Uson
<iufcri at ibmb.csic.es>. I am not sure who is the license owner, since
George Sheldrick died in March

Some SHELX programs are also distributed with CCP4, like SHELX C/D/E
She maintains the SHELX(L) source code.
I am not sure who you refer to with 'Kerstin'. I don't think any
Kerstin has been responsible since I started working with George 2003?
