[3dem] NIGMS requests input on support of research resources

NIGMS is in the process of considering how best to support two important activities: the development of biomedical technologies and providing access to those technologies as they become important research resources. These activities are closely related, but there are important aspects of each that are best explored independently. An important part of this process is getting input from the community, so we've issued a request for information (RFI)<https://grants.nih.gov/grants/guide/notice-files/NOT-GM-16-103.html> focused on research resources.

A previous RFI on technology development prompted very thoughtful and useful comments from this 3DEM community which informed the development of a new program in that area.   Please help us again.
