[3dem] Relion benchmarks on Volta

Hi Craig,
The Volta cards (V100) are about 4 times faster than Pascal (P100) for the
same workload. On some of the bigger jobs it's even faster. In regards to
NVLink, as far as I can tell none of the current software is making use of
it. Actually hardly anything is making use of it. My machine learning
groups are mostly single gpu with only the elite groups doing multi gpu
that could benefit from NVLink.
